Mayor Prince appoints Morgan-Ceaser to lead Constituent Services

Brings background in Public Works, General Services and Gary Sanitary District

Mayor Jerome A. Prince announced he has restarted the Constituent Services department, a key community outreach function, and has named longtime public servant Rachelle Morgan-Ceaser as its executive director.

The Constituent Services department is the administration’s “front door” for the community, helping link Gary residents with City services, important information and agencies to assist them with everything from street cleanups to getting information on permits and licenses and much more, Mayor Prince said.

“One of my administration’s top priorities is to provide the best possible customer service to every resident in our City, and the Constituent Services function is a big part of directing our residents to a wide array of services,” Mayor Prince said. “Ms. Morgan-Ceaser has more than two decades of service with the City of Gary, the Gary Sanitary District and the Gary Common Council. She’s a go-getter who will do what it takes to meet our residents’ needs.”

Ms. Morgan-Ceaser, who oversaw General Services in her most recent post as a Public Works deputy director, has managed departments, overseen multimillion dollar federal and state grants, and worked as a liaison between Gary and state agencies like the Indiana Department of Transportation.

Ms. Morgan-Ceaser, who also has years of experience working at the University of Chicago hospitals and in the health insurance industry, said she’s honored Mayor Prince selected her to guide the return of Constituent Services.

“My new role as the executive director of Constituent Services is the culmination of my previous work experience and education in government and the private sector, all of which qualified me to serve all the constituencies in the City with excellence and compassion,” Ms. Morgan-Ceaser said. “I thank Mayor Prince for the opportunity to serve this administration and the residents of our great City.”

Ms. Morgan-Ceaser, a mother of two and a grandmother of three lives in Gary with her husband.
